ARTICLE I. NAME:

SECTION 1:  The name of this organization shall be called: “NORTHERN CALIFORNIA (SPORT FISHERMAN) SKIPPERS CLUB”.

ARTICLE II. JURISDICTION:

SECTION 1:  Composed of Northern California.

ARTICLE III. MEMBERSHIP:

SECTION 1:  The membership shall consist of fifty (50) members.

SECTION 2:  When membership drops below fifty (50) members, the club may take applications to fill vacancies.

SECTION 3:  A vote on a new member will be on the first meeting the prospective member becomes eligible, providing a vacancy exists. 

ARTICLE IV. QUALIFICATION FOR NEW MEMBERS:

SECTION 1:  A prospective member must attend 3 out of 4 consecutive meetings and 50% of meetings thereafter until a vacancy occurs. Special circumstances will be considered.

SECTION 2:  A prospective member must be 18 years or older.

SECTION 3:  A prospective member must be sponsored by a club member in good standing.

SECTION 4:  For a new member, the initiation fee will be $75.00.

SECTION 5:  For a new member, dues for the remaining period to January of the following year will be paid in full at $6.00 per month, (in addition to initiation fee). 

                        For example, September initiations = $75.00 + 4x $6.00 or $99.00.

SECTION 6:  No refunds on initiation fee or dues.

SECTION 7:  Prospective members will be voted upon according to prospective eligibility of date established on waiting list. (SEE ARTICLE IV SEC. 1).

SECTION 8:  Prospective members will be voted into membership by two-thirds (2/3) majority of members present.

ARTICLE V. OBJECTIVES:

SECTION 1:  To bring interested members together so that they may exchange and share ideas from each others’ fishing knowledge and experiences.

SECTION 2:  To provide useful knowledge of the rules and safety regulations for boating, towing and fishing regulations.

SECTION 3:  To create an atmosphere of friendship through our social, recreational and educational events.

ARTICLE VI. MEMBERS OBLIGATIONS:

SECTION 1:  To abide by the articles set forth in the by-laws.

SECTION 2:  Attend meetings regularly and to participate when called upon to make this Skippers Club effective.

SECTION 3:  To cast their vote for officers of this Skippers Club.

SECTION 4:  Help formulize policy and make decisions at meetings.

SECTION 5:  To approve and confirm payment of bills.

SECTION 6:  Members should maintain their equipment at all times with safety in mind.

SECTION 7:  Members will be required to have an official club jacket within 90 days of joining club, or as available. Information will be provided as to where to obtain official club jacket. Official club jackets will be royal blue with name or handle.

SECTION 8:  To continually make these by-laws responsive to the needs of the membership and the objectives of this Northern California Skippers Club. 

SECTION 9:  Members must participate in club functions and, as committee members, as often as possible.

SECTION 10:  Members must participate in at least one of the fund-raising programs sponsored by this organization annually.

ARTICLE VII. PRIVILEGES:

SECTION 1:  Members will have the privilege of buying jackets, patches and hats for their immediate family. 

SECTION 2:  Members will be eligible for yearly club awards and any other awards granted by the club.

  1. Annual specific species awards. Two monetary club awards will be issued for each of the following species: Salmon, Sturgeon, Striped Bass, Halibut and Ling Cod. These awards will be for the first and second largest in pounds from January 1st to December 31st. Any member will be eligible for only one monetary award per species. Only fish that are caught while sport fishing are eligible for awards.
  2. For any monetary award, fish must be weighed by club scale and certified at Skippers Club weigh master station by official weigh master (8 a.m.-8 p.m.).
  3. Trophy Fish Award: The president will appoint a “Trophy Fish Committee” of three active members. Any club member that believes they or their immediate family has caught any trophy size fish of any species may present their proof to the committee for consideration of a club patch of recognition. The trophy committee will determine if the fish qualifies for a patch award, and if so, they member will be rewarded a club patch at the next annual awards dinner. The committee’s decision will be final.
  4. Youth and Young Adults Award Certificate Program: This privilege is extended to the children, grandchildren, great-grandchildren or any child 0-17 living in a member’s home.

SECTION 3:  Members’ (with three or more years in the club) immediate family will have preference in becoming a prospective club member upon reaching their 18th birthday once applying and fulfilling all the requirements for new members by their 19th birthday (SEE ARTICLE IV).

ARTICLE VIII. VOTING RIGHTS:

SECTION 1:  Each member shall have one (1) vote.

SECTION 2:  Votes shall only be cast at a membership meeting or at a special meeting called by the President. E-voting will be available upon request or as necessary.

SECTION 3:  To amend these by-laws, it shall require a two-thirds (2/3) vote of members present, providing said amendments have been read three previous consecutive meetings and voted upon.

SECTION 4:  A secret ballot vote shall be conducted upon the request of a majority of the members requesting to cast their votes in such a manner.

SECTION 5:  Absentee ballots available upon request for election of officers only.

ARTICLE IX. MEETINGS:

SECTION 1:  Meetings shall occur every other week; on the call of the President; a majority of the officers; of a majority of the membership.

SECTION 2:  There shall be at least one (1) meeting a month.

SECTION 3:  Members to be notified of any special meeting called by the President or change of meetings via phone or web page.

SECTION 4:  Regular meeting time will be at 7:00 p.m.

ARTICLE X. DUES:

SECTION 1:  Dues will be seventy-five ($75.00) dollars a year, payable during the months of January and February.

SECTION 2:  A member not paying his dues by the end of February will be contacted by his/her sponsor to determine member’s intentions. A member will be considered dropped from the organization by March 31 when no contact or arrangements have been made with the Executive Board.

ARTICLE XI. OFFICERS AND ELECTIONS:

SECTION 1:  The officers of the Skippers Club shall consist of a President, Vice-President, Secretary and a Treasurer.

SECTION 2:  The terms of office shall be one (1) calendar year from installation date.

SECTION 3:  The President will appoint a nominating committee the first meeting in October.

Nominations will be open from November 1st to the last meeting in November.

Members can also make nominations from the floor.

SECTION 4:  All nominations must be accepted by the nominees before the election of those nominations will be omitted from the floor.

SECTION 5:  The election of officers will be held the first meeting in December, by secret ballot.

SECTION 6:  Should a vacancy occur in any office, membership shall fill the vacancy within sixty (60) days through nomination and election.

SECTION 7:  Any elected officer who misses three (3) unexcused consecutive meetings shall be replaced by a vote of the membership.

ARTICLE XII. DUTIES OF OFFICERS:

SECTION 1:  PRESIDENT: Shall be chairman of all meetings of the Skippers Club, co-sign all disbursement of funds, sign correspondence of the club, call meetings, appoint committees as necessary, fulfill his duties as a member and appoint a Webpage Administrator.

SECTION 2:  VICE-PRESIDENT: Shall fulfill the duties of the President in his absence and fulfill his duty as a member and monitor attendance and participation of prospective members.

SECTION 3:  SECRETARY: Shall keep minutes of the meetings, may sign correspondence of the Skippers Club and maintain a seniority list.

SECTION 4:  TREASURER: Shall receive dues and correspondence, co-sign all disbursement of funds, pay all approved bills, maintain a checking and/or banking account, provide a monthly balance sheet and fulfill his duties as a member.

ARTICLE XIII. DEFINITIONS:

SECTION 1:  MEMBERS IN GOOD STANDING: Paid dues and participate when called upon.

SECTION 2:  IMMEDIATE FAMILY: Wife or husband, children and grand-children.

SECTION 3:  MEMBERS EQUIPMENT: Boat and Coast Guard equipments, vehicle towing boat.

SECTION 4:  HONORARY MEMBER: An honorary member is a member who had been a member of the club for at least 10 years but left or suspended their membership for any reason. Their number and place on the roster will not be assigned to any other member. Future rosters will list the member as an HONORARY MEMBER. An honorary member will pay no annual dues and will receive no other privileges other than retaining their number and place on the roster. Honorary members attending Club events may participate at guest rates.

SECTION 5:  RETIRED MEMBER: A retired member is a deceased member.

The member’s number and place on the roster will no longer be used by any other member. The Executive Board will maintain a “historical roster” that will include retired members.

ARTICLE XIV. MEMBER TERMINATION:

SECTION 1:  Any member in violation of said by-laws are subject to termination by vote of the membership. Said member shall have thirty (30) days to appeal termination.
